Continuing resolution

institutions. Also stopgap funding bill

A temporary funding law that Congress passes when it has not finished the regular annual appropriations bills by the start of the federal fiscal year on 1 October. Passed by both chambers and signed by the President as a joint resolution, it keeps agencies running, usually at the previous year’s rate, until a set date or for the whole year. Foreign aid programmes, including those for Pakistan, then generally continue at last year’s level and new activities wait.1
