A law that cancels budget authority Congress has already provided before it is spent. Under the Impoundment Control Act of 1974 the President may propose rescissions and withhold the funds for up to 45 days of continuous session while Congress decides. The Rescissions Act of 2025 (Public Law 119-28), signed on 24 July 2025, cancelled about $9 billion, most of it foreign aid previously provided for USAID and other programmes.12
