Executive agreement

law & sanctions. Also congressional-executive agreement, sole executive agreement

An international agreement binding on the United States that, unlike a treaty, is concluded without the two-thirds approval of the Senate. A congressional-executive agreement rests on authority given by a law of Congress; a sole executive agreement rests on the President’s own constitutional powers. Most US international agreements, including most with Pakistan on aid, defence and trade, are executive agreements reported to Congress under the Case–Zablocki Act.1
