A document recording an understanding between governments or agencies. Depending on its wording, it may be a binding international agreement or, more often, a non-binding political commitment. Many US–Pakistan announcements, such as those on critical minerals or investment, take this form, so whether a given MoU creates legal obligations depends on its text. Since 2022, US law also requires certain non-binding instruments to be reported to Congress.12
