National Defense Authorization Act
law & sanctions. Also NDAA
The annual US law that authorises Defense Department programmes and sets defence policy; Congress has passed one every year since 1961. It does not itself provide money, which comes through appropriations. It has often carried Pakistan provisions: the fiscal 2016 act, for example, made $300 million of Coalition Support Fund reimbursements depend on a certification about action against the Haqqani Network, which Secretary Ashton Carter declined to make in August 2016.12
