The actual payment of money from the US Treasury against an obligation, for example when an aid contractor is paid for work done. Because projects run for years, disbursements in a given year often relate to funds appropriated and obligated in earlier years. Comparing the amounts announced, obligated and disbursed for Pakistan is the usual way to see how much promised aid, such as Kerry–Lugar–Berman funds, was actually delivered.12
