The Enhanced Partnership with Pakistan Act of 2009, named for Senators John Kerry and Richard Lugar and Representative Howard Berman, became law on 15 October 2009. It authorised $1.5 billion a year in non-military US assistance to Pakistan for fiscal years 2010 to 2014, for economic development, democratic institutions and public services, and attached conditions and reporting requirements to security assistance.123
