The US rules, at 15 CFR parts 730 to 774, governing exports and re-exports of commercial and dual-use items, software and technology. Controlled items are listed on the Commerce Control List by Export Control Classification Number; other items subject to the rules are classed EAR99. Whether a licence is needed depends on the item, the destination, the end user and the end use. Military items fall instead under the International Traffic in Arms Regulations.1
