A list kept by the US Commerce Department’s Bureau of Industry and Security of foreign companies, institutions and people that need a special licence, usually refused, to receive items subject to US export rules. Many Pakistani entities are on it for links to nuclear or missile programmes or procurement networks; in October 2024, for example, sixteen were added, including suppliers of Pakistan’s ballistic missile programme and front companies for a listed organisation.^1,2
