Foreign Military Sales
security. Also FMS
The US government-to-government channel for selling American weapons, equipment, training and services to other countries. The State Department approves each case, and the Defense Department, through the Defense Security Cooperation Agency, runs it: it signs a Letter of Offer and Acceptance with the buyer and contracts with US manufacturers on its behalf. Larger sales must first be notified to Congress. Pakistan’s F-16 purchases and sustainment have gone through FMS.1
