Direct Commercial Sales
security. Also DCS
Sales of defence articles and services in which a foreign government or company contracts directly with a US manufacturer, rather than buying through the US government under Foreign Military Sales. The US government is not a party to the contract but regulates it: the exporter needs a State Department licence under the International Traffic in Arms Regulations, and larger licences must first be notified to Congress under section 36(c) of the Arms Export Control Act.12
