The OECD Development Assistance Committee’s standard measure of aid: flows from official agencies to countries on its list of eligible recipients, such as Pakistan, mainly for economic development and welfare and on concessional terms. Since 2018 loans count only by their grant element. Military aid is excluded. A long-standing UN target is that rich countries give 0.7 per cent of their national income as ODA; few meet it.^1,2
