A US foreign aid account for economic assistance to countries of strategic importance, used for budget support, infrastructure, energy, education and governance programmes. It was the main channel for civilian aid to Pakistan after 2001, including most of the Kerry–Lugar–Berman assistance. It is appropriated in the annual State Department and foreign operations bill and, unlike Foreign Military Financing, cannot pay for military items.12
